An Opagan Minister of Health

Kel-Gaia Ritrel - Minister of Health for Alta Reza (one of the main states of Opaga Prime) - no clear idea of what she/he looks like as they used some kind of cycling image overlay to mask their real appearance. Paranoia does appear to be a crucial component at least of the Opagan psyche in this situation.
